UNESCO-IHE is looking for a ICT Manager
The UNESCO-IHE Institute for Water Education offers post-graduate education in Delft, The Netherlands, and carries out research and capacity building projects all over the world. The mission of UNESCO-IHE is to contribute to the education and training of professionals and to build the capacity of sector organisations, knowledge centres and other institutions active in the fields of water, the environment and infrastructure in developing countries and countries in transition.
UNESCO-IHE has a permanent staff of 180, of which 90 are scientific staff, while about 250 guest-lecturers from academia and industry contribute to the educational programme. Each year 750 participants (incl. about 200 new MSc students per year) from all over the world attend the various regular and short courses at UNESCO-IHE.
The UNESCO-IHE organization has ambitious goals to broaden its role in Water Education in a worldwide perspective, and regarding its position as a central hub in making knowledge within the Water Domain available. ICT will play an important role in the support of the organization to achieve these goals. Being fully integrated in the UNESCO-IHE organizational structure the ICT function will closely cooperate with business in defining business and ICT strategy and plans.
Fundamental changes in technical ICT architecture are expected to occur, for which the ICT organization will have to provide direction, and perform consultancy, architecture services, procurement, and project management. The role of ICT manager will be crucial in shaping both an ICT landscape which is fit for purpose and an ICT organization that is able to perform the above mentioned tasks. In order to realize our ambitions we are looking for a:
ICT MANAGER (m/f) - 1 FTE
Main tasks

Responsible for implementation of the new ICT organization

Definition of ICT services aligned with UNESCO-IHE organizational strategy, develop and review ICT policies

ICT Planning and budgeting: planning of ICT service delivery as part of the annual planning and control cycle, take decisions
on services, ICT architecture, and change requests. Execute the ICT plan -
Stakeholder (user) management

Procurement
-
Day to day management of the ICT department to ensure quality of service. Define, initiate and direct ICT projects, and the role of ICT in business projects

Monitoring and reporting on budgets and expenses
-
Conduct regular checks or project manage checks to ensure quality of service and timely delivery within budget, conduct regular checks or project manage checks on compliance with internal procedures and working practices

HR and organizational development: promote professionalism of ICT related processes and people, manage the ICT staff, including staffing, training and appraisals
Requirements

Senior manager, with 10 years experience in management

Academic professional level, informatics and computing
-
Enthusiastic, innovative and customer driven

Experienced in ICT planning and corporate governance

Experienced in organizational development

Experienced in hands on ICT management

Experienced in project management and contract management

Background in software development and infrastructure management

Demonstrable working knowledge of ITIL and PRINCE2

Good communicator, steady and persisting builder, but with attention for day to day problems. Drive to improve and to achieve

Excellent in English and Dutch

Preferred to have a track record in an educational environment
Conditions
This position is, in principle, a permanent one, however, according to our Personnel Manual, the first contract is for 2 years, and only after this period a permanent contract can be offered. The position is based in Delft, The Netherlands. A competitive salary (scale 12-13 CAO Dutch Universities) is offered depending on qualifications and experience in accordance with the conditions of employment for Dutch Universities. The appointment implies entry into the Netherlands' Civil Service Pension Fund (ABP). Candidates must be prepared to carry out long- and short-term missions abroad.
